细节见 docs/test-repair-plan.zh.md。

``time.sleep(0.002)`` costs a full 15.6 ms on Windows, so a loop that sleeps
before looking for the next frame spends ~47 ms per frame on a 30 fps device
and records 16.7 fps with half the frames dropped.
Marked ``timing``: the threshold is about a real pipeline, and a machine under
load reports a true statement about that machine as a failure (measured: 21.4 fps
on a busy Windows box, 30 fps idle). It is run outside the merge gate.

The pipeline cannot turn 16.7 fps into 30, so the only honest thing left is to
record what was asked for and what the driver gave, and to have a one-line
description ready for the operator.
The negotiation assertions here are deterministic; the last one is not — it reads the
rate the worker *measured* over a short window, and a burst scored 65.5 fps against
the fake camera's 30 (one full run in three). Marked ``timing`` for the same reason as
the two tests above: the wall-clock measurement is what is unstable, and making it
deterministic is a separate task (docs/test-repair-plan.zh.md §6).
